These must be redeemed, v. 15. v9 In some cases statements such as this are referring to phylacteries, cp. Deut. 6:8. However, in this case the statement is saying the actions they are to perform in keeping the prescribed Feast of Passover is to be a reminder "between your eyes" (i.e., in your thoughts) and "on your hand" (i.e., in your actions).
